I. Scope of Services This solicitation is to provide the following function rooms and services for the US Election Day Event on November 5, 2008 from 9:00 a.m. – 1:00 p.m. A. One large room to accommodate 600 guests, with, 1. Coffee buffet service with coffee/tea and 3 kinds of pastries from 9:00am to 11:00am for all guests. * 2. International buffet service of light brunch items from 11:00am to 1:00pm with water and soft drinks only * 3. 5 large screen TVs with access to CNN and other American Broadcast Networks. 4. A podium and microphone * To support/enhance the atmosphere of the event, an American theme in the menu and display are required. Note: Offeror shall also supply tables for additional food and drink which may be provided by outside sponsors, and no corkage or other surcharge shall be applied for such food and drinks provided by outside sponsors. Evaluation Factors The Government intends to award a contract resulting from this solicitation to the lowest priced, technically acceptable offeror/quoter. The evaluation process shall include the following: a) Compliance Review. The Government will perform an initial review of proposals/quotations received to determine compliance with the terms of the solicitation. The Government may reject as unacceptable proposals/quotations which do not conform to the solicitation. b) Technical Acceptability. Technical acceptability will include a review of items listed under Section III; in order to determine acceptability under III(4) through (6), the Contracting Officer may request an opportunity to view the facilities with an evaluation team prior to award determination. c) Price Evaluation. The lowest price will be determined by price comparison among the technically acceptable and responsible offerors. The Government reserves the right to reject proposals that are unreasonably low or high in price.
