The U.S. Consulate General in Surabaya is seeking an individual for the position of Financial Assistant
BASIC FUNCTION OF POSITION:
The incumbent manages post’s financial operations of accounting, budgeting and fiscal planning, accounts receivable and vouchering requirements. The incumbent supervises post’s Class B cashier, alternate Class B cashier and twelve sub-cashiers to include OBO and Bali Consular Agency. The incumbent reports directly to post management officer/certifying officer, Principal Officer and work closely with FMO Jakarta.
QUALIFICATIONS REQUIRED:
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Bachelor‘s degree in Accounting, Finance or related field is required.
2. At least five (5) years of progressively more responsible work in the accounting field plus at least 2 years supervisory experience in the same field. At least 4 years of USG work experience required for this position.
3. Level IV (fluent) in speaking/reading/writing both in English and Bahasa is required.
4. Must have excellent working knowledge of budget and fiscal aspects of FAM’s. FAH’s, and Standardized regulation, expert on operation of B&F system software, including SPFMS and other applications, such as Automated Cashier system/WINACS, COAST, Travel Manager System, Point of Sales system.
5. Must be proficient with Microsoft application such as Word, Excel, and PowerPoint.
6. Must be able to effectively explain to post management complex financial issues, track travel/representational/ training budget funds. Must be able to understand exchange rate variations and funding cuts are required.
7. Must be able to supervise post cashier effectively, ensuring accurate and timely completion of work by subordinates. And ability to oversee internal control and liaise with FMC Bangkok on a variety of issues.
