February 20, 2008 Jakarta, February 20 – Six members of the U.S. House of Representatives’ Democracy Assistance Commission (HDAC) visited Aceh and Jakarta February 17-21, 2008. This is the largest U.S. Congressional delegation to visit Indonesia in over five years. In consultations with Indonesian leaders in Aceh and Jakarta, the group focused on progress being made throughout Indonesia in legislative reform and human rights. Headed by HDAC Chairman Representative David Price (D-North Carolina) with Representative John Boozman (R-Arkansas), the legislative delegation includes Rep. Sam Farr (D-California), Rep. Mazie Hirono (D-Hawaii), Rep. Michael Conaway (R-Texas) and Rep. Jim McDermott (D-Washington). HDAC Chairman Price and DPR Speaker Agung Laksono together signed an historic Memorandum of Understanding between their two legislatures which will lead to increased information exchange, knowledge and training between the U.S. House of Representatives and the DPR. The United States through USAID currently provides approximately $3 million for programs with the DPR such as: the National Legislative Strengthening Program and the Democratic Reform Support Program. Assistance Commission (HDAC), established in 2005, is a bipartisan
Commission of the U.S. House of Representatives. Their mission is to
promote responsive, effective government and strengthen democratic
institutions by assisting legislatures in emerging democracies. The
Commission program in Indonesia is designed to assist DPR members and
staff in their own efforts to reform their legislature, building
peer-to-peer cooperation and technical expertise to enhance
accountability, transparency, legislative independence, access to
information, and government oversight.
